Dear Norfolk Southern Customer:
In a separate notification to be issued today, you will receive the details regarding various modifications that Norfolk Southern is making to our Demurrage, Accessorial, Switching and Conditions of Carriage #1-E Tariffs. These changes will be made effective February 15, 2019.
Our intent with these changes is to improve service across our network. Some of the changes include implementing new Merchandise Unit Train rules to reduce dwell time for rail equipment and locomotives in Merchandise Unit Train Service, and to improve network fleet utilization for both private and railroad-owned car fleets. In addition, as NS increases local service frequency for carload customers, we will provide credits on non-service days where NS cannot offer at least five day a week service. Both of these changes reflect the importance of enhanced network fluidity for our customers and stakeholders.
I encourage you to take the time to review these changes in detail and share within your organization. We are committed to improving the service product that we provide to our customers. We have given these changes very careful consideration and we believe that these changes will positively impact that goal.
We strive to provide useful and innovative tools through our digital interface for customers. Enhanced customer capability to manage traffic flows is critical to our success. I’d like to highlight one particularly useful capability we recently launched: The TRAX mobile app now offers carload customers the ability to order and release cars in addition to other various core functions like tracking shipments across the network.
