Public Tariff Announcement for NSQ 43040 and NSQ 43500

Dear Valued Customer:

In the fast-paced world of lumber, Norfolk Southern strives for competitiveness and full coverage in our real-time rating. Effective November 1, 2019, we take another step toward our goals with a number of changes to NSQ 43040, which includes rates for originated forest products, and NSQ 43500, which includes rates for received forest products.  Details are below:

NSQ 43040:

  • All rates for boxcars not exceeding 5,600 cubic foot capacity from origins that were no longer using this car type have been removed.  The remaining rates for this car type will be removed effective November 30, 2019.
  • All gondola rates have been removed.  If you are in need of a gondola rate on any of the included forest products, please submit a rate request via AccessNS, or contact Tami Alexander directly at Tami.Alexander@nscorp.com.
  • Rule 11 flatcar rates going to New Orleans, LA, have been removed as there is an embargo on equipment exceeding 70 feet in length.  If you had planned to use New Orleans as your interchange, please use Memphis, TN, instead.
  • The rates to the Hagerstown, MD, interchange have been removed.  If you had planned to use Hagerstown as your interchange, please use Petersburg, VA, instead.
  • Various station lists have been added to the authority for the sake of efficiency.
  • All interline rates have been modified to various levels.  If you would like a spreadsheet(s) with details on the adjustments, please email Tami Alexander at Tami.Alexander@nscorp.com. Rates will be available online via AccessNS by Monday, October 7, and spreadsheets will be available by Wednesday, October 9.

NSQ 43500:

  • All gondola rates have been removed.  If you are in need of a gondola rate on any of the included forest products, please submit a rate request via AccessNS, or contact Tami Alexander directly at Tami.Alexander@nscorp.com.
  • Rule 11 flatcar rates coming from New Orleans, LA, have been removed as there is an embargo on equipment exceeding 70 feet in length.  If you had planned to use New Orleans as your interchange, please use Memphis, TN, instead.
  • The rates from the Petersburg, VA, interchange have been removed.  If you had planned to use Petersburg as your interchange, please use Hagerstown, MD, instead.
  • Various station lists have been added to the authority for the sake of efficiency.
  • Rates have been modified to various levels.  If you would like a spreadsheet(s) with details on the adjustments, please email Daniel Juhasz at Daniel.Juhasz@nscorp.com.  Rates will be available online via AccessNS by Monday, October 7, and spreadsheets will be available by Wednesday, October 9.

The commodities covered by these authorities include: lumber (STCC 24-2XX-XX), plywood (STCC 24-321-XX), particleboard and OSB (STCCs 24-996-1X and 24-991-1X), crane mats (STCC 24-992-38), and plastic lumber (STCC 30-719-06).

Other important items of note:

  • As with all Norfolk Southern rate publications, the applicable terms and conditions are listed in the notes section of each authority
  • Effective December 1, 2019, NSQ 43040 will have regional Rule 11 pricing over Chicago.  There will be two levels of rates: one level will include cars with a final destination in the states of Illinois, Minnesota, or Wisconsin; the second level will include cars with a final destination in any state that is not in Illinois, Minnesota, or Wisconsin.
